Service Manager (Development Management)
East Herts Council

Salary: Grade 12 up to £54,743 (inclusive of local weighting)
Contract: Permanent
Hours: 37 per week (part-time working and job share considered)
Location: Hertford

This is an exciting opportunity for an experienced professional to join us and play a leading role in our Development Management team.  You would work with the Head of Service and other managers in the team to lead and direct the service.  We are looking for a candidate with the willingness, drive and flexibility to manage and adapt the service to achieve excellent performance – both in terms of throughput and quality – against demanding performance indicators.  This role will focus on leading our case load of other and non-complex minor applications – which form the bulk of our workload.  The post holder will also lead our planning enforcement work. However, there will be an emphasis on flexibility, and the successful candidate will work with the other managers to ensure that the overall service is delivered.

East Herts has a busy DM service, dealing with over 2,500 planning and other applications each year.  We have recently adopted a new Local Plan, leading to a significant increase in housing and other development in the district.  We are an area where the interest in the environment and quality of the district is high – and the involvement of the community in the planning system is considerable.

In this post, you will manage a team of around 16 staff, from junior to more experienced.  You will handle a gross budget of over £2m consisting of expenditure and income.

The Council seeks to support and develop all its managers to maximise their potential.  In this role there will be a range of opportunities to work on corporate projects across the Council.


Some of the key responsibilities include:

  • Delivery of the Council’s other and non-complex minor planning application caseload and the planning enforcement service
  • Contribute to the management and delivery of the whole planning and DM service
  • Guide, mentor and develop junior staff to increase and maximise their potential
  • Ensure the delivery of the service against the quality and timescale performance objectives


About you

This role will suit a candidate who has significant experience of the development management service.  You will be flexible, looking for opportunities for improved delivery of the service in the future.  You will be ready to challenge conventional service delivery and try new methods of working.  You will be a proactive member of the management team for the service, looking to work collaboratively with other managers, both in the service and more widely across the Council, to improve service delivery. 


The ideal candidate will have:

  • A first degree and post graduate qualification in town and country planning or a related discipline.
  • Hold MRTPI membership.
  • Experience of leading a team of professional staff to maximise the delivery of the service.
  • Detailed technical knowledge of the relevant legislation and regulations and an eye for detail
  • excellent communication skills with an ability to relate to all customers, dealing with difficult and challenging circumstances on occasion
  • the ability to motivate your team to strive for excellent performance.
