About the role

This is an exciting opportunity for an experienced professional to join us and play a leading role in our Development Management team.  You would work with the Head of Service and other managers in the team, to lead and direct the service.  We are looking for a candidate with the willingness, drive and flexibility to manage and adapt the service to achieve excellent performance – both in terms of throughput and quality – against demanding performance indicators.  This role will focus on leading our case load of the more complex minor and major planning applications.  However, there will be an emphasis on flexibility, and the post holder will work with other managers whose teams will be dealing with the remainder of our DM caseload and bringing forward our significant sites that are allocated for development as a result of our new Local Plan. 

East Herts has a busy DM service, dealing with over 2,500 planning and other applications each year.  We have recently adopted a new Local Plan, leading to a significant increase in housing and other development in the district.  We are an area where the interest in the environment and quality of the district is high – and the involvement of the community in the planning system is considerable.

This is a high profile role – dealing with cases that are consistently of significant interest to our local community.  You will manage a small team of around 6 experienced and professional staff who are tasked with output in this demanding service area.  You will manage budgets covering staffing costs and looking to ensure that income, through pre-application and planning performance agreement is secured.

The Council seeks to support and develop all its managers to maximise their potential.  In this role there will be a range of opportunities to work on corporate projects across the Council.

Some of the key responsibilities include:

  • Delivery of the Council’s major planning application caseload (and working with other managers to ensure the delivery of sites allocated through the new Local Plan and the more routine casework).
  • Contribute to the management and delivery of the whole planning and DM service
  • Guide, mentor and develop junior staff to increase and maximise their potential
  • Ensure the delivery of the service against the quality and timescale performance objectives


About you

This role will suit a candidate who has significant experience of the development management service.  You will be flexible, looking for new opportunities for the delivery of the service.  You will be ready to challenge conventional service delivery and to try new methods of working.  You will be a proactive member of the management team for the service, looking to work collaboratively with other managers, both in the service and more widely across the Council, to improve service delivery. 

You will be looking to drive team development and learning, ensuring that your team works in a collective and supportive way to share new ideas and to develop.

The ideal candidate will have:

  • A first degree and post graduate qualification in town and country planning or a related discipline.
  • Hold MRTPI membership.
  • Experience of leading a team of professional staff to maximise the delivery of the service.
  • Detailed technical knowledge of the relevant legislation and regulations and an eye for detail
  • excellent communication skills with an ability to relate to all customers, dealing with difficult and challenging circumstances on occasion
  • the ability to motivate your team to strive for excellent performance.
