Appearing at Local Plan/LDP Examinations
In-House Training

TRA offers two similar but tailored workshops for those appearing at Development Plan Examinations north and south of the border:

  • Appearing at Local Plan Examinations (England & Wales)
  • Appearing at LDP Examinations (Scotland)

In both cases, the workshop explores:

  • the processes involved at Examination Hearings
  • the "tests of soundness" that the Inspector or Reporter must consider
  • the roles of the different participants.

The workshop takes a detailed look at the role of the planning professional and how to deal with questions and advocacy under the Examination system. It also provides an insight into what the Inspector or Reporter does in terms of the Examination process as a whole, during the Hearing and after the Examination has finished. Participants will have the opportunity to take part in a mock Examination Hearing to help demonstrate and reinforce the points learnt on the day.

The workshop aims to:

  • provide those who are about to be involved in an Examination with a better understanding of the system and how it works; what it is designed to achieve; and crucially how they personally can participate in the process effectively
  • provide practical skills and information which will assist participants and their authorities when attending their own Examination.

The workshop is delivered jointly by one of TRA's Senior Associates and a retired Planning Inspector. It runs over a full day with a maximum of 20 participants. Participants will all have a role to play during the course of the mock Hearing in the afternoon. Roles will be allocated during the morning.

Comments From Previous Attendees

It met and exceeded my expectations. The pre-lunch sessions were useful as references regarding the process of plan making, and provided a useful context for the mock examination. It was very beneficial to have two such very experienced presenters, who worked really well together. The mock hearing was very real – so much so that I actually felt nervous! The time flew past so I must have been concentrating very hard! It was also useful to reflect on our performance and identify areas for self-improvement.

I feel that the event covered a lot of ground and there were useful tips and anecdotes throughout. The presenters were engaging and it was a nice informal relaxed atmosphere, which boosted everyone’s confidence at participating in the role play exercise.

For an officer who has limited experience of examinations and local plans it was extremely useful in understanding the procedures and structure of the theory sessions so well as providing guidance on preparation of statements for submission.

Very helpful and reassuring key points to take away. The mock examination provides valuable experience. Approachable presenters – open to questions. An enjoyable format for the day.
