A Planning Workshop for Councillors
In-House Training

This workshop combines elements from both the Briefing on Planning and The Role of Councillors in Planning courses to give Councillors a broad overview of planning and an understanding of their role.

Issues covered include:

  • the purpose of the planning, planning law and policy
  • types of planning and related development applications
  • Committee consideration, including the significance of material considerations
  • approvals/refusals and the appeal process
  • enforcement and what it involves
  • the role of members at the pre-application/application stage
  • conflicts and declarations of interest etc
  • decision making
  • decisions contrary to officer advice and how to handle these.

This workshop is designed to last a day, roughly between 9.30am and 4.30pm with the usual breaks but format can be varied. For example, we have run sessions from mid afternoon to mid evening. We do however insist on enough time being allocated to cover the relevant material properly in a user friendly manner; we do not simply come in to deliver a series of set "talks".

We use a variety of techniques, including:

  • presentations, supported by visual aids as appropriate
  • group discussions
  • question and answer sessions
  • pre-course and course questionnaires
  • straightforward course documentation.

The workshop is delivered in a structured but informal style by one of our experienced presenters.  Please note that due to the amount of material covered, the opportunity for practical exercises is greatly reduced meaning a case study cannot be used throughout the whole day.

We are also happy to consider designing bespoke/tailored workshops for individual clients, although in some cases this may involve an additional cost. Comments From Previous Attendees

Gave me a good insight on how decision making affects Ward Councillors, what their roles are, how they have to conduct themselves and the procedures they have to follow. The presentation was well presented with a good sense of humour throughout. Very clear and precise.

Wendy Betteridge
Rushmoor Borough Council

Very informative, especially with reference to various websites that might assist in the future. Information was explained in plain language and the use of past cases was very helpful. The presenter delivered the training with an element of humour (always a good tool in learning).

Nigel Gawthrope
Cambridge City Council

Met expectation and more. I am a new Councillor and planning is a new subject for me. The presenter was very clear and was able to demonstrate his knowledge well in a concise way.

Ben Bentley
East Hampshire County Council
