A Forum on Enforcement
Inter-Authority Training

TRA began running this annual event in 1990. Over the past 28 years it has become extremely popular and has established itself as the largest gathering in the UK of those at the sharp end of the statutory planning system. The Forum provides a unique opportunity to learn from a highly experienced panel of contributors and exchange useful experience with other participants in a structured, but not overly formal atmosphere.

This next Forum will take place in Manchester on 11 October 2018 and this year's panel of contributors will be:

  • IZINDIE VISAGIE, Solicitor and founder of Ivy Legal - A Legal Update of recent enforcement case law
  • AMY SEDMAN, Enforcement Team Leader (Cherwell) at Cherwell and South Northamptonshire Councils - Student Accommodation and the problems associated with it
  • NEILL WHITTAKER, Planning Associate at Ivy Legal and current Chair of the National Association of Planning Enforcement (NAPE) - How to draft and defend Enforcement Notices particulary with respect to the 'Miller-Mead' test
  • PAUL DIAPER, Accredited Financial Investigator at Reigate and Banstead Borough Council - Application of the provisions of the Proceeds of Crime Act 2002 (POCA)
  • JULIA SHAW, Investigator for the Local Government Ombudsman - Lessons from LGSCO Investigations into Enforcement Complaints, highlighting good practice alongside some of the faults.

The Forum will be chaired by SAMUEL FOX, Service Lead - Infrastructure, Planning & Development at Southampton City Council
